Description
As a Program Manager on our solutions delivery team, you will have the unique opportunity to work on programs advancing the digital transformation of critical government systems. This program will support one of our intelligence customers in Tysons Corner, VA.

As one of the industry’s leading innovators, NT Concepts is joining forces with one of the leading cloud providers to meet the ever-demanding needs of the DoD’s and Intelligence Community’s (IC) need for a variety of agile, high performance data centers and cloud service provisioning. NT Concepts will be providing managed IT services in direct support of the newly designed and constructed cloud provisioning network Operations Centers (OC). There will be multiple air-gapped OCs, each requiring managed IT support services, on a 24x7 basis, NT Concepts will be part of the cloud provisioning team starting with design, continuing with implementation, activation and throughout sustainment.

Location: Tysons Corner, Virginia area. 100% on-site.
Responsibilities:
- Provide management and technical direction to program personnel
- Work under broad supervision
- Regularly exercise independent judgment, a high-level of analytical skill in solving complex technical, administrative and managerial problems for all aspects of program performance (i.e., technical, contractual, administrative, financial)
- Provide progress reports (technical and financial reports) to corporate management / customers: PMRs, Monthly and Weekly Status Reports, Monthly Business Reviews, etc.
- Lead and participate in Stakeholder engagement across all aspects of the program
- Maintain customer contacts ensuring conformity to all contractual obligations.
- Assume initiative to identify future requirements and organic growth.
- Develop, implement, and maintain a Program Management Plan that guides the performance of all functional activities performed on the Program.
- Create and update program and project documentation; to consider governance standards, processes and policies.
- Active participation in recruiting process to initially staff and/or backfill program positions.
- Work with program personnel to identify career goals and support them with path to achieve their goals.
Qualifications:
- LCAT required years of experience: 15
- Degree required: Bachelor’s or equivalent experience (4 years)
- 3+ years managing IT related programs/projects; Computer System and Networking preferred
- 3+ years supporting ATO and Accreditation activities
- 3+ years managing and/or participating in Agile driven programs/projects
- 5+ years of demonstrated leadership & management experience
- Possess IT equipment costing and financial management expertise
- Experience with documenting and maintaining System Security Plans
- Experience creating Work Plans supporting IT Infrastructure building and operations
- Demonstrated experience working with multiple specialties in a "one-team" environment
- Demonstrated qualities through prior experience working with senior management to find solutions for customers and leading teams
- Excellent oral, written, and interpersonal communication skills
- Working knowledge of project management concepts and principles
- Experienced Agile Practitioner
- Required Certifications: Either possess, or be willing to obtain, the following certifications within the first year
- Program Management Institute’s (PMI) Program Management Professional (PMP)
- Agile Scrum Master or PMI
- Desired certifications:
- CISSP
- ITIL
- Security/Cyber/Network
- Required Skills/Knowledge
- Prior performance in roles such as a Solutions Architect, Network or Systems Engineer, Systems Administrator
- Cloud Services support and provisioning: Google preferred, AWS, Azure and/or Oracle
- Familiarity with various Operating Systems: Windows Server Win 2022 DC and edge devices Win 11; RHEL
- Hardware: Cisco switches, Palo Alto Firewalls, Dell precision desktops, HP DL360 servers
- Demonstrated knowledge and use of the following regulations: JAFAN 6/0; JAFAN 6/3; DCID 6/3; Joint DoDIIS/Cryptologic SCI Information Systems Security Standards; DoD 5105.21 M-1; Sensitive Compartmented Information Administrative Security Manual; ICD 503 Regulations (Computer Security), knowledge of "New" Risk Management Framework (RMF) processes (NIST Special Publication (SP) 800-53A, Revision 5, Assessing Security and Privacy Controls in Information Systems and Organizations ). DoD O-5205.07, Volume 3; ICD-705 and applicable DoD physical security manuals and directives
- Desired Skills/Knowledge
- Prior performance in roles such as System, Edge or Network Administrator; ISSO
- Experience controlling, labeling, virus scanning, auditing tools, and secure data transfer
Physical Requirements:
- Prolonged periods sitting at a desk and working on a computer
- Must be able to lift up to 10-25 pounds at times
